The story is consistent: full-time hiring is getting slower while demand, especially for AI skills, keeps rising. Contract roles fill the gap.

The skills in demand

CompanyBench identifies these patterns in India's 2026 market:

  • AI, ML and GenAI are the fastest-growing demand category for the second year running, with postings up 68%.
  • Full-stack MERN and MEAN developers are the highest-volume stack in the contract market.
  • React 18+ demand is up 38%, driven by product UIs, GCC frontend work and SaaS dashboards.
  • AWS cloud-native skills are up 35% and Kubernetes and GitOps up 32%.

Two adjustments matter. Jellyfish reports that senior generative AI, RAG and complex cloud talent commands up to a 40% premium over traditional application development. And CompanyBench finds that opening remote-compatible roles to Tier-2 city candidates reduces rates by 15 to 20% with no quality penalty.

Where contract developers are

Bengaluru, Hyderabad and Pune together account for 72% of IT contract deployments in India, according to CompanyBench. ManpowerGroup India also points to Mumbai, Delhi NCR and Chennai as key markets, with Jaipur, Indore, Kochi, Coimbatore and Lucknow emerging.

For remote-first providers this concentration matters less every year. A developer in Indore or Kochi can join a Bengaluru team, or a London one, just as easily.

How engagement models are shifting

The move from permanent to flexible engagement is global. JRK Infotech cites US staffing firm KORE1's placement data, where the mix moved from roughly 75% direct hire, 20% contract and 5% contract-to-hire in 2021 to about 35%, 30% and 35% in early 2026. The same source cites industry data suggesting around 64% of IT staffing in 2024 was contract or temporary.

Those are not India-specific figures, but the direction matches India's own data: contract and contract-to-hire are becoming normal ways to engage engineers, not exceptions.

The regulatory change: Labour Codes

India's four Labour Codes became legally enforceable on 21 November 2025. Voltech HR Services highlights the changes most relevant to contract staffing:

  • India's organised-sector contract workforce is over 6 million people, around 18% of non-farm organised workers (Labour Bureau data cited by Voltech).
  • Fixed-term and contract workers become eligible for gratuity after one year.
  • Basic pay must be at least 50% of total remuneration for benefit calculations.
  • Principal employers can be liable if a contractor fails on wages or statutory contributions.

  • Plan for speed. If a role cannot wait two to three months, start with a contract or contract-to-hire.
  • Budget properly for AI. AI and ML engineers cost significantly more, and demand is still accelerating.
  • Look beyond the big three cities for remote-compatible roles.
  • Check compliance under the new Labour Codes with any provider you use.
  • Interview the actual person. With more contractors in the market, quality varies more, not less.
